High-Level Roundtable on EU Inc.

High-Level Roundtable on EU Inc.

15 apr 2026

On 14 April 2026 at the European Parliament in Brussels, the Investment Intergroup convened a high-level roundtable on the EU Inc. and its potential to unleash investment across Europe’s start-up and scale-up ecosystem.

Chaired by Pascal Canfin and organised in partnership with France Digitale, Allied For Startups and Invest Europe, the discussion brought together entrepreneurs, investors, policymakers, and institutional representatives for a focused and solution-driven exchange.

Dynamic panel featuring Elina Berrebi, Maud Lazare, and Vincent Huguet, moderated by Serena Borbotti-Frison, explored what it truly takes to scale in Europe. The discussion was further enriched by remarks from Michele Piergiovanni and Kevin Barrett reacted to the panel and shared European Commission perspectives on the path forward.

💡 Key takeaways from the discussion:
* The “EU Inc” (28th regime) is part of the solution — but not the full answer.
* Europe’s start-up and scale-up ecosystem still faces significant structural barriers when scaling across borders.
* Fragmentation in corporate law creates friction: mergers, expansion, and cross-border operations remain complex and costly.

The discussion pointed to a clear conclusion: scaling up in Europe should not mean navigating 27 different systems. The EU Inc. could serve as a blueprint, but deeper integration is essential to truly unlock Europe’s investment potential and global competitiveness.
