Financing Biotech and Life Sciences: Turning Ambition into Scale

With the publication of the European Biotech Act in December 2025, the European Union has set a clear strategic direction for strengthening Europe’s biotech and life sciences ecosystem. Yet while Europe continues to produce world-class scientific research and innovation, many biotech and life sciences companies struggle to secure the financing needed to scale, commercialise breakthroughs, and remain globally competitive.

Biotech and life sciences are among the most capital-intensive and high-risk sectors of the economy. Long development cycles, complex regulatory pathways, and substantial upfront investment requirements mean that companies face distinct financing needs across every stage of development — from early-stage research and clinical trials to manufacturing and commercial scale-up. Despite strong scientific foundations, Europe continues to face structural challenges in retaining innovative companies, preventing capital flight, and translating scientific excellence into globally competitive businesses.

At a time when strategic autonomy, health resilience, and innovation leadership are rising priorities for the EU, ensuring that Europe has the right financing ecosystem in place has become a key policy challenge. Mobilising public and private capital, strengthening investment pathways, and creating a more investor-friendly environment will be essential to enable Europe’s biotech and life sciences sectors to scale successfully.

How can Europe build a financing ecosystem that enables biotech and life sciences companies to grow and scale within Europe while strengthening competitiveness, innovation, and strategic autonomy?

This event, chaired by MEP Stine Bosse, will bring together policymakers, institutional representatives, investors, and industry stakeholders to discuss how Europe can better finance biotech and life sciences innovation across the full investment continuum.

The discussion will explore the current financing landscape across different stages of company development, identify key bottlenecks preventing European companies from scaling, examine the opportunities and challenges linked to the Biotech Act, and provide practical recommendations for policymakers and market participants.
